About
Banff Trail Village is a new transit-oriented community located at 2227 16 AV NW & 2304-2316 16 AV NW, in Banff Trail’s evolving Motel Village area. A proposed land use redesignation will support a phased development vision that will realize new and much needed housing options on this large and strategically located site, with one multi-residential building of up to 28-storeys, and up to three 6-storey multi-residential buildings with potential for commercial uses at the ground floor.
Area & Policy Context
The subject site presents a significant opportunity for strategic growth and redevelopment, supported by the contemporary local area policy of the South Shaganappi Communities Local Area Plan (SSCLAP, 2025), easy access to frequent transit and its proximity to parks, schools, local shops, community services and other everyday amenities that contribute to a complete neighbourhood.

Proposed Change
On behalf of DAL Holdings and WestCliff Developments, CivicWorks has submitted a Land Use Redesignation (rezoning) application to The City of Calgary for the lands located at 2227 Banff TR NW and 2304–2316 16 AV NW to align existing legacy land use rules with the contemporary policies of the recently approved South Shaganappi Communities Local Area Plan (2025).
The proposed land use change would transition the subject lands from the existing Direct Control (DC) District (DC136D2015) to two separate Mixed Use – General (MU-1) Districts, with site-specific custom building height and Floor Area Ratio (FAR) modifiers for Site 1 (DAL Holdings) and Site 2 (WestCliff Developments). These custom modifiers limit maximum FAR to 9.1 (Site 1: DAL Holdings) and 3.0 (Site 2: WestCliff Developments), and allow for building heights of up to 100 metres (Site 1: DAL Holdings) and 26 metres (Site 2: WestCliff Developments).
The proposed land use strategy and supporting development concept locates the greatest building heights and intensities on the northwest portion of the subject site (Site 1: DAL Holdings), within the existing Motel Village, where this scale of development is most compatible with both existing and anticipated higher scale built forms. Building heights then step down across the majority balance of the site toward Banff TR NW and 16 AV NW (Site 2: WestCliff Developments), where height is limited to 26 metres (6 storeys), concentrating the greatest scale away from nearby lower density residential areas and limiting shadow impacts on lower density areas of the community.
